I agree with the Togo coming back from the rift of the past theory to warn the Togo of the past past that he should be wary only to not succeed and fail yet causing the Togo of the past past, to go back to the past past past Togo to warn of the event, causing a circle of chaos!

Togo being dead or alive is unimportant. His spirit is still hanging around Tahnnakai Temple, so he could just as easily permit/ban the access to the boardwalk...
