Crying Soul. Mesmer spell.
15 energy, 5 activation, 30 recharge.

Target foe takes 40 damage, and becomes hexed with Crying soul. for 3...10 seconds Crying soul gives -15 health regen and cannot be the target of skills
Whenever target foe is attacked all nearby allies take 30 damage. Whenever target foe attacks or uses a spell all nearby allies (your allies) take 40...20 damage. When Crying soul ends target foe is Deep Wounded and dazed for 3...5 seconds.

Thus, no spells (even yours) can touch them, Melee is punished for touching them, but they die slowly and take 100 damage (from deep wound) once it ends.
However AoE heals work on them as they do not target anyone.

confusing but yah paras need better skills

Elite hex spell. For 10s, target foe is hexed with THE HEX. If that foe moves, he takes 50 damages each second and suffers from cripple for 20 s. If he attacks, he takes 60 damages and suffers from Blindness for 20 s. If he casts a spell, he takes 10 damage, suffers from bleeding for 5s and times of exhaustion for each point of energy of the spell. If he is targeted by a friendly spell, the caster is hexed with THE HEX. If this hex ends prematurely, all others foes suffer THE HEX for 10s.

It is pretty balanced since you can still use "skills", stances, chants, shouts....
