You can't just say "heer use dis bild iz gud wurks evywere". PvE is consistent, you know what you're going to be up against; wiki some information on where you're about to go and use your intelligence to make a build to work against the foes you'll be fighting. Especially with Rits which don't really have a specific niche.

In truth you can get by just fine without OoS. It just lets you power whatever else (literally anything) you want to use. 10e, 15e, 25e, 40e(QZ) whatever, OoS is your e factory.
If there were better elites on Ritu's I'd be there in a flash. Theres always the monk cleaning elites but monks are good enough at that on their own anyways(usually).
