Simple question. When you are forming or joining a PUG for PvE tasks, do look at what titles they have ?
And if you do look, do you actually care what they show ?
Are you caring about the title because of the stats it brings (eg damage reduction from LB for DOA), or because of the skill it shows ?
For those that care for the skill shown, if they are showing a KOBD do you ask them what titles they have contributing for it ?
Personally I don't care about their titles, but I am interested in seeing how people in general feel.
Do you care about a PUG's titles when PvEing ?

I look sometimes and sometimes not. Its pretty random for me. Curiosity only for what they choose to show or what they are working on etc. It doesnt matter to me what they show. In terms of PUG capabilities, a title is probably the last thing that will determine how the PUG might go in my opinion. Relevant title displayed for rep farming in a particular area in HM might be a good idea though.

Nah, almost every title takes immense grind. On second thought all of em do, even HA titles. Almost anyone who sets their mind to it can beat HA, but it takes a true grinder to win several thousand times.Besides even if I did care about titles, someone could be playing on their secondary character with no titles while they have another character with "A God Walking Amongst Mere Mortals." I don't care about any titles at all. I knew someone who bought his way to the koabd title using ebay money (drunkard, sweet tooth, wisdom, treasure hunter, the 3 protectors and 3 guardians he got a run for a lot of money).
To sum it up, no.

To me, the builds matter more then the titles. Sure i look when i'm setting stuff up. But, i'm more interested in their experience, and confidence. If they start pinging their build without saying hello, I might suspect they're beginers. But we never really know how skilled a player is until we get out in combact, now do we?

It's interesting to see what titles people have, but they may not be a true reflection on how skilled a player is. A skill bar will show that better than anything else.
I only concern myself with what title a party member is displaying is when a title will benefit the team, such as Lightbringer in the Realm of Torment areas. Even then, I don't overly concern myself about what level they are.

I rarely care about titles when I pug. Generally I wont pug unless I've got 2 guildies already backing me up. I might conceivably be more likely to take a person if they have a title like vanquisher, which shows, if nothing else, that they have experience, but I'd rarely not invite someone because they didn't have a title.
The exception of course, is when I famine farm or duo trap in HM DoA. You need a good Lightbringer (well, not strictly need, but its useful) to succeed there.

I refuse to PUG. But if I did, yes and no. Yes, I'd care about what titles they had as it'd define how they'd want to do the mission. A protector of one campaign would want the bonus, a Survivor would take things more slowly and carefully.
But would I choose an idiot with rank 6 Lightbringer over some one skilled with rank 1? Not a chance. Titles don't define skill.

Rarely ever PuG but when i do skill bar > titles, although that doesnt really show how well he can play that build. But then if u really want success ursan blessing > skill bar or titles. But lets not go there and start a flame war about ursan now :P
Btw this is for HM dont really do much in NM these days.

I do not consider titles at all when joining a party I look to see what classes everyone is and decide if I will stay or not.
I like a fairly balanced party and thats it the rest including their builds is not my business.
Besides I will find out within 10 minutes if its a waste of time or not, I move on after the party succeeds, or fails due to party incompitance.

I do sometimes ask if we have an ss necro or if I am a necro and there is another one I check to see if we will be fighting over bodies or not.
Depends on the mission difficulty.

Of course the worst case scenario is that the Legendary Guardian has been c-spacing through campaigns with good guildies and can't tell the difference between a hex and an enchantment, but I'd like to think those people are in the minority.
