But that's just it. It's not the end of the world. The character is not really "dead." You can still play them as much as you wish.
There are any number of titles that you can attain by perseverance and repeatedly doing the same task over and over. This is not one of them. Knowing the full parameters of the task you still chose to undertake it knowing that you had a great risk of disappointment. Why go and wish you could change it now?
My point is just this. This title is a way for a.net to keep people interested in repeatedly playing the game. They are dangling you a carrot that says "if you fail, try and try again" which keeps the game active and also gives you a reason as a player to keep coming back anew.
And all this so you can have "Legendary Survivor(3)" under your name. If this is what you want, delete and try again if you're out of slots. Otherwise just chase after a different title.
And I'm SURE that a.net put no real thought into the consequences of this title. They put it out there blindly as a ridiculously difficult title, until people could figure out how to do it fairly easily. It still has a razor thin margin of error however.

From a programming standpoint, you're asking the programmers to add an extra field in their database per character, with an extra flag for when a character first reaches a particular level of XP. It could potentially be a lot of work. Not practical. Much, much easier to just leave it as is, with a simple if-then-else conditional check for the title.
Lastly you could make a case for changing the title if nobody was attaining it. However at last check this happens frequently enough. Even if only one or two people achieved this title, a.net would not be inclined to change it.
Kind of reminds me of the Japanese game show "Sasuke" or Ninja Warrior for people here in the states. At last check I've seen 17 seasons of the show, one every six months. 100 people every season. Only two people have beaten the game which tests strength, speed, endurance, agility, etc. Every Time people beat portions of the game show they've made it harder. Be glad that at least GW doesn't take the same philosophy toward survivor and keep extending the requirement for the next aspiring (3).
