Halloween is coming and last year, the Nightfall copies I ordered arrived at the store near me arrived a day too late and I missed getting the witches hat, so I am hoping to get a witches hat this year.
In addition to the witches hat and based on previously observed marketing strategies seen from Anet, I wouldn’t be surprised if some central town in GWEN doesn’t also celebrate the Halloween festival adding its own festival hat, such as devil horns or black cat ears or the like.
Therefore, even though I still have lots to do in the rest of the world yet, I may venture on into GWEN (since I have it installed on each account already) to situate a character from each account in said central town so that they are prepared for the Halloween event. I don’t want to miss out like I did last year.
What I wish to know is what this town would be called and how long it would take to get there.

They usually don't announce them until much closer to the time. The Dragon Festival for example was only announced a week before it actually started, no one knew if there were going to bother doing it again. But Halloween is a yearly event, they've done it for the past two years, so I don't see why they wouldn't this year.

Ah, I see. Well I hope they do have one (seeing how they are currently "busy with GW2"). If they have one, I wonder if it'll be a copy of last year's. Just have to wait and see I suppose.

Well, I was just looking at this map and can see that ‘Eye of the North’ is the biggest of the towns shown here on the GWEN map, but it looks a ways up there.
While there may or may not be a Halloween festival held there, it would be best to be safe and get a character there from each of my accounts just in case.

I really have a lot of other mainland quests to do still as well as work on my survivors, and would like to put off travel there for a while. However, I’d still like to get there before the 31st just in case.

I see the OP has Nightfall, which is great because it's easiest from Kamadan - since you can only have a 4-man party, the enemies in the mini-dungeon are really easy. Takes me about 5 minutes to get from Kamadan->Boreal Station, then maybe 15 minutes to walk up to EotN.
Unfortunately, though, EotN is no longer a "city" - it only has the icon of an outpost. The three cities are Gunnar's Hold (Norn, about 20 minutes from EotN), Doomlore Shrine (Charr, an hour or so from Gunnar's Hold), and Rata Sum (Asura, I'd guess 1.5 hours from Gunnar's). Since all other events take place in cities (LA, Kamadan, Shing Jea) I think it much more likely that *if* Anet decides to expand the holiday event to EotN, it would be to one of those, probably Gunnar's because it's the easiest to get to.
