Get the quest "The True Path to Revelations." Unfortunately it is deep within asura territory and requires a host of requisite quests to get. Go to Varajar Falls and get r4 hunting party and rampage buffs on you, then kill the bosses for 600 rep each x 6 = 3.6k. Overall, I usually get around 8k to 9k rep in about 40-50 minutes. The path I use to rack up kills and maintain rampager is in the attached picture (didn't go to NW cave in the corner, had rampager and would have lost it coming back out). Make sure to ONLY get the shrines bonus if you have 50 kills and no r2 hunting party bonus, 75 and no r3 hunting party bonus, or 100 kills and no r4 hunting party bonus. Otherwise wait and get them only when over 150 kills. To help get them while maintaining the rampager bonus send heros/henchies off while you go out of the way to shrine. A group speed buff and lots of damage is good for this area to maintain rampager, you can see my and the heroes builds in the picture.
Odd thing I am interested in, each time I have done it if someone hadn't had r4 hunting party or rampager they still got the full 600 from boss kills, I am wondering if the boss kill bonus is related to either A. total kills so far like in nightfall, or B. you get full bonus as long as someone else in party has the blessings (since it is called norn PARTY level x).

I am still a long ways away from getting r8 norn (r6 atm) but i've gotten r8 dwarf and the same has happened to me. Since this is exactly what happened with the sunspear title and you can see the dungeons in red when you enter hard mode in Tyria you can be 100% sure Hard Mode is planned for EotN, but as far as I know there hasn't been any timeframe for it given out by Anet

I never seem to be able to maintain the Boss bonus. It either triggers AFTER I've just killed a boss.... or triggers just before I end up accidentally dying or somesuch. I've always had bad luck with it so I tend not to rely on it.
Standard rampage though... for standard enemies.... easy as pie to maintain against most of the enemies. Elementals on the other hand can make it awkward.
