Where is Zho In Norn Tournament???

After winning the Norn Tournament with my dervish some time I came across Zho in the tournament when I entered it once more. After beating her I got a journal (Zho's Journal) Well, curious as I am I decided to scout around for some info, turns out it is involved in a quest to get a new miniature (A black moa chick, which is adorable ) Well, the quest spans across all campaigns (near ends of campains) So I decided to bring my trusty warrior since he has finished all campaigns as my only character. I met all the requirements for the zho's quest, except.... FIGHTING ZHO IN THE NORN TOURNAMENT!! the journal is costumized for teh person who wins it.. in my case my dervish.
Well, after realising this I entered the tourny with my warrior, killed everything that moved, but no Zho...
I tried again, and again, and again, etc etc, well over 80 times, sometimes finishing the tournament, sometimes dying at Mhenlo (:P) or some other lame build they throw at you.. but I haven't encountered Zho once! I am getting so frustrated now! Not only is it taking up a lot of time, it is also a real money killer... since I had to enter well over 80 times already, and I seem to have no influence on what char's I encounter, I am getting poorer and poorer every 5 minutes.
I checked wiki on opponent's, to see if I am missing something.. and I started making a list where I mark all opponents on... I won't bore you with it, but I have encountered every(!!!!) enemy but Zho well over 3 times now.. Some even 15 times or so (Lo sha, Xandra, Zhetuka, Alesia).
Is there anyone else with this problem? I mean a challenge is fun, but not being able to do something because a case of stupid bad luck at a random event (is it that?) is just not fair.. Please anet fix this!!

Uhm, no, no joke, this is frustrating, and I was wondering if anyone else has the same problem or if there is something I am doing wrong..

Just keep at it.

I beat the tournament 15 times before getting to fight Zho.

My wife got him earlier without even beating Magni a single time.

It's all down to random luck. And he is one of the rarer spawns.

On a related note (as I can't find a thread about the quest itself) good lord is this quest difficult. I didn't even know it existed until the OP mentioned it, and to my fortune I found Zho's Journal in my storage--I guess I tossed it there awhile back, having no idea what the hell it's for.

Getting all of these items is tough as hell--the trader is constantly out of planks.
