But there are no new elite skills
and very few core skills
so how few bosses and repeat bosses is Gwen going to have Or bosses without elite skills?

No. There are 100 new skills, not counting PvE-only skills, and they are all normal non-elites. There is 10 per class, though.

but otherwise it won't really matter imo you need 1 campaign to play this game anyway so I'd say it'd be okay to have a mix of all the skills for the bosses.

Yeah, there are 50 PvE-only skills. Some of those may be elites, but they will still be PvE-only.
