Another example of making something for a later game and having to go back and add it to the original. Urgoz, Deep and DoA were part of the 2nd and 3rd chapters, respectively, from the beginning (well DoA was delayed a bit). Sorrow's Furnace and Tombs were added well after the campaign was established.
I agree, I feel that SF and Tombs were pre-cursors to these enormous elite missions in Cantha and Elona. SF and Tombs both function like Elites and they are specific to Tyria.

Urgoz's Warren - Canthan Elite Mission

What makes SF and Tombs unique is that they do not require a gate keeper such as favor, faction in a specific town, completion of a campaign, or a scroll, in order to enter. Additionally, the mini-Elite Missions (what I'm calling them anyway) offer more gold drops.
A lot of people are calling for a return to Tyria. We want this, please add that. Many of the things we like in the later campaigns were ideas the developers came up with after Prophecies was in a box. I think EotN will satiate the appetites of many people who want more from the first campaign.
