I'd suggest getting 16 in Scythe, especially for spiking purposes.

Your build looks a lot more like a Random Arena build, based on the ammount of self heals. I'd suggest running either Melandru or /mo in RA, to take care of conditions.
If I wanted to play RA with a dervish, I'd run something similar to this:
D/W
Victorious Sweep, Chilling Victory, Wearying Strike, Faithful Intervention, Melandru, Res Sig, Watchful Intervention, Heart of Fury.

12 scythe + 1/3
Although my build lacks a speed boost, you could probably find one, like sprint.

Thank you for the reply. I see your point, I will try to create a different build for HA and GvG. However, I have a few questions about your post.

I personally like straight up nasty damage to condition bombs. the build that was posted here is good a example of what I like to run. The only condition build I use frequently is the EDA Build. Shuts down warriors and other derv's down and with a spamable attack they stay blind as long as you want them to.

In my opinion the IAS skills of the Dervish use too much energy, especially since the mysticism is just 9, so it would only last 14 seconds and I only get back 3 energy. Also, if I pre-cast the buffs I would end up with 0 energy, so it will take a lot more before I could start spamming my attack skills. I would also have to replace chilling victory with the IAS skill since the skills other than the scythe mastery skills are important for staying alive, and I prefer Chilling Victory over heart of fury,
