Quebec residents can't participate in outgame events. Why?

As the title states, I would like to know the reason behind this restriction. I'm quite sadden because I cannot join my guildies in the Create a Weapon event. Darn! If the reason hasn't anything to do with federal laws involved, then I might make a petition agaisnt this injustice.

Quebec, AFAIK, is technically its own country (didn't it try to secede from Canada once?). So it's a sticky legal situation.
