It's [wiki]Lava Imp[/wiki] you're referring to if you see them cast Meteor Shower.
As for thoughest one i've encountered so far...
I think [wiki]Lushivahr the Invoker[/wiki] did a fine job in pissing me off and sending my party off to 60% DP

I take great, great relish tackling these things with my necro, ranger and mesmer (ss, broad head & empathy/backfire respectively) since the nightmare they've given my other characters.
Ruby Djinns, Spark Titans, Shiro'ken Elementalists, Margonite Sorcerers, always die first when I meet them. I guess I just have the tactic of shutting down their offensive capabilities first and then take out the monks.
Save for the Awakened Acolytes and Cavaliers. There's been more then a few times where I thought I'd delt with a group, only to find that a Cavalier resed an Acolyte, that started to bring back the others and then I have to wipe out the entire mob all over again.

- Ice Imps. God, I hate Ice Imps. (Who doesn't?)
- Wind Riders (lvl17.) Cry of Frustration is aptly named.
- Avicarra Fierce. R-Spike hurts...
Factions:
- Jade Brotherhood. Something for everyone! Big AoE damage+KD...
- Dredge Monks. Oh dear, lets hope we get lucky with interrupts...
- Shiroken Elementalist. Happy, slivery, burny Death! Fun for all the family!
Nightfall:
- Sub-lvl20 Monks. Ususally running away before you've even targeted em...
- Stoneflesh Mandragor. Weakness+KD+seemingly unlimited energy pool. Ouch.
- Torment Creatures. Killing machines, even in multiples of one.
And the nominations for most irritating monster are:
- Wurms. Too many reasons to list.
- Diamond Djinn. Slow you down. A lot.
- Rain/Rock Beetles. That sound...

Oh come on. Torment mobs are only effective because they're 4/8 levels higher than you, have infinite energy so QZ doesn't bother them, aren't effected by Environment effects and duplicate if your not careful.
They cheat so much they don't count.
Jade Brotherhood get my vote. They're the same level as us and cause so many problems to dumb AI... Dragon Stomp + Triple/Cycline, that and the Power Return spam.
Ruby Djinns are strong... but can be shutdown so easily.
Aatxe don't even count. They're lvl28... its like saying a Tortureweb Dryder from DoA is effective. Its not, it just does 4 or 5 times more damage than your eles do.
Oh yeah, Ice Imps and Avicara Fierce mobs get an honourable mention. Maelstrom is fine until mixed with henchies, then you get a 60dp. Avicara Fierce are just annoying! That Ignite Arrows/Dual Shot spike... if they had a better elite than Practiced Stance to go with it they'd definatly be 1 of the most powerful enemies out there. Imagine them with Forked Arrow, Needling Shot and Prep Shot...

I am predominantely a necro...that being said, Mesmers and dervishes cause the most angst. I go with the dervish beetles, Ruby Djinn (not me or D, but will doa totla party wipe in no time)...Dasha Vestibule was the last mission I got masters on for my prot title...

With the Avicarra, I specifically meant the ones that always end up ganking you at the mineral springs entrance. Wise can be wanded to death, so they're no biggie for me and Braves can be kited.
When you met the wind riders for the very 1st time, they were irritating, no? Don't tell me you wanded them to death at lvl14?
Stoneflesh aren't annoying in a normal capacity, but their skill chain is an effective one, more so if the change to weakness gets implemented permanently.
Oh and you're talking about the Sandstorm Crag monsters, right? Well, theyre not nearly as annoying if you just flag out the hench as soon as they cast sandstorm - leaving them with just stone daggers. I do agree that the earlier ones with Armour of Earth can be annoying, but degen=gg extra armour.

- Behemoth Gravebane, Scytheclaw Behemoth: Just plain annoying while going through Vabbian territory.
- Sarss, Stormscale: Going through Maishang Hills, it's impossible to avoid his group, and he has single-handedly whiped out my group several times. This goes for a lot of elementalist bosses in Factions.
That's about it.

Jade Knights were awful. Just awful. Once you get out of the city, Factions gets much easier. On the otherhand, they teach you how to fight decent warriors.
The Luxon Naga are somewhat tough.
Rain of Terrors are tough, but Prot Spirit and LB Gaze gets them good. Prot yourself and the monks and anyone else critcal before engaging.
Avicara Fierce are extremely annoying. They aren't hard to kill like the other monsters, but they don't deal enough damage to trigger most defensive spells. Then they swarm ya and it's death by numbers. They tear up minions as well.

Mungri Magicbox is the toughest boss in all of the games. God he sucks to fight. AMAZING healing capacity.
The Ele boss in the NW corner of Poisoned Outcrop...the one with Sandstorm. I simply CAN'T kill this boss with minions. Period. Can't. If he gets Sandstorm off, you're done.

As far as difficult monsters go, I'll give my vote to Josinq the Whisperer. The mob he/she/it spawns with contains a second monk, making this mob VERY rough to take down (at least for me it was).

Yeah most any monk boss that spawns with a second monk is going to be a loooooong fight unless you have the godliest interrupter of all time. A hero interrupter works well but even they can't stop some nasty spells like MoP, which pretty much totally screws you if you aren't looking out for it. They basically end up being one monk healing another monk who is healing the first monk.

i'm almost sure tengu means bird of death in some language o.O
