not true. me and my friends did that quest a long time ago with the following:

danpez890 - Your times are a bit vague, what timezone are you referring to? Also, do you mean 20:30 (15th) to 01:00 (16th)?

Senrath is correct, while being level 20 is a big help for villany it is far from essential, with a good group you can complete it with a party of 6 level 15's (8 if you stop by ToA).
