There are indeed bots. I don't know wether they still appear there, as I dont farm there now (I farm Grotto Imps post-update) but if you went to Elona International Distrcit 1 then it would be Monk galore, but again, there all bots. Also, Pre-Update you could see alot of Korean Monk in the International District of Droknars, and these where real people, but, as I dont farm there anymore, I dont know if there there anymore.

Wth is there to farm at the citadel? Stone Summit Heretics everywhere and they own 55ers, can someonce explain this to me?

Go outside .... 5 rangers , 4 warriors and 2 necro's spawn .... you can easily farm them with a 55/135hp monk within 5min.
It's logical that someone would come up with a bot for that easy farm.
Zone out, kill that group, zone back in .... and over again.

I used to farm the avicara with my 55 monk, they got pretty nice drops like Maria said.

If you go into the International District of Elona Reach, there are also a ton of bots there. Not sure anymore, however, since they nerfed Elona Reach. :[

Um, id imagine their all pending to cap Soj, the main skill u need to 55.
