Do you plan on unlocking map-travel with a level 20 character and jumping right in, or do you plan on creating a brand-new character and playing through the entire game?
Creating a new character has the advantage of letting you see the whole story from the beginning, although if it's anything like factions you won't be missing much...
and of course starting with a level 20 lets you start with full skill, attribute and max armor...
How do you plan on starting nightfall?

I plan on Starting a Paragon and getting it through the game. Then I'll bring my Mesmer over and get her through it next. After that, who knows? I may, if it's possible, bring my other characters over and get heros for them. Or I may just get busy working on titles for those 2 characters. Or mix up my game play between Nightfall and Prophecies. Gee, I may even jump all over whatever new uber-leet area they've put in and farm it for a while.
The only thing I'll do in factions is get the storage upgrade for new characters and maybe the occasional AB. That's it.

Taking all my old characters through first.
Nightfall will be a repeat of Factions release -- Towns filled with 99% dervish and paragons spamming LFG (but thank goodness for Heroes, so maybe it won't be quite as bad as Factions). Not to mention the materials needed for Dervish and Paragon armor, runes for D/P and weapon mods for D/P will skyrocket. Plus it's easier to breeze through as a monk or necro
