My best guess is the overlooked this two bosses (Since there are so many in Factions) and simply forgot to give them green items.

maybe they have their own greens but nobody ever found one, or just didnt report the find?

doubtful, but could be.

anyways, as its probably not the case - Anet either forgot, as RTS mentioned, or they just thought there are too many greens anyways, so they didnt need to create another. they are kinda running out of ideas anyways. (by the look of it, not like there can be that much of a choice of greens to create with few mods only, eh?)

AFAIK there are no 20% dmg mod greens ( while below 50, while hexed ).

So options are not endless!

Maybe I'm wrong, but even afflicted bosses don't drop greens, do they?

Also another funny thing anet might of made a mistake with is green blood staffs, as there are two with exact same looks and stats just different names

I tried to farm Kyali the Brave's green (luxon hammer outcast boss) over a few days before I found out he didn't have one!
