Pretty much. You can set up like a 55, but use Spirit Bond _and_ Protective Spirit. The key is to use the cheapest crappiest starter armor you can, so every hit from mobs should do more than 50 damage to you - that way you'll be healed for more than you lose every hit.
It's more robust than the 55 monk, as it can handle moderate amounts of degen (like, say, poison) and doesn't fall down the second its enchants get stripped, and has the added advantage over 55's that it can tank unlimited number of enemies and never get overwhelmed.
The name "600 monk" is a misnomer. You don't at all need 600 health, it works perfectly fine with lower health.
Basically it's a cheaper and improved version of the 55 monk.
OH, and regarding the OP's question: You can for instance farm Jade Knights with a 55 in Cantha, as long as you don't attack groups with a necromancer in them. Yeti are also easily farmed with a 55, as long as you interrupt their healing.
The only downside is that the 600 monk can't fight weak/low-level mobs, because they don't do enough damage to trigger Spirit Bond.
