Well, first off.. beat the missions in order, then the guy will spawn for you to talk to. We had the same problem. We also had a problem with only 8 of 9 waves attacking
 Not a very well built area it seems quest wise. |

Can't beat the missions in order when we've cleared the tower and we still have 5 groups to go
I had your 8/9 groups bug in a previous run as well...despite the bug reports it has not been fixed! |

It would help the rest of us to explain exactly what we're looking at. I see a list of missions and an empty radar.
