Are you refering to the purple and gold armors?

Assured that all uncommon and rare armor drops have an unlockable ability.

They said they would fix the armor issues, I don't remember reading anything about weapons.

Yeah, because it's not like Arenanet fix most bugs within like a day with zero down-time, and it's not like they provide you with a fantastic MMO game for no monthly fee.

Well, I got one of those just yesterday evening. I didn't really care and I actually laughed but it does suck big time. It happened to me somewhere around Ascalon.

You can get those pre-searing (from the charr) all the time. I thought it was just a pre/post issue. Did you get that post-searing? (I know the screenie is post...)

Post-Searing, yes. I don't remeber exactly where but it wasn't far from Ascalon. It was a Wand or Staff 2-4 or something like that.

Post. Got it helping a Guildmate with the Ashes quest. Got another really crapy purple drop there to. A shield I gave to the Guildmate(before IDing), +12hp while Hexed.

Yes, they do owe us so much. We're their customers and their product's users. NCsoft has a duty to provide its customers the best experience possible as intended by the product's design. Don't think of product maintenance and the lack of a monthly fee as "favors". Those are not favors. The former, like customer service, is necessary for the success of a software product. The latter is an attribute of non-persistent online games which require less bandwidth and less server-side CPU usage.

It's a pisser enough to "unlock" something, be it a rune or upgrade only to get wood planks or granite slabs when you use your expert salvg kit.....entirely another when you get a Blue/Purple/Gold item and identify it only to have NOTHING, No additional attributes other than base.
I've found two Fiery Dragon Swords that were unidentified that when I identified them...nada, zilch, zip!! That wasn't near as insulting as when my party truly sent Rurik to the netherworld and I got a gold breastplate drop that identified into nothing and salvaged into nothing. that's my only beef with drop consistency....if there's nothing to unlock/or chance to salvg....then it should be a white item.

I've never salvaged purple item into common materials, but I never get the primary modifier with weapons.
