Have you tried to put a new fan and heatsink on it? I've used it for my ATI 9800 pro to prevent overheating and worked like a charm. The kits are about $20-$30.
The only thing is that I use Arctic Silver (I know, it's the premium stuff for CPUS) to attach the heat sink rather than the thermal paste that came with the kit). I had some left over so I figured why not use it.

u may not even need a new fan, if the fan is spinning check the heatsink around the fan, dust can clog the air paths and thus overheat your GPU.

yeah im almost 100% sure its the video card ill know sometime this week. Everytime i reinstall or update drivers i have to repair windows

i'm running a saphire 9600xt myself... used omega drivers ever since i've had it with little to no problems, performance doesn't seem that great however.

Thats what they call "tearing" the most common cause of this is the vidio card RAM overheating. i would pick up some "RAM SINKS" and intall them with "arctic silver epoxy" and not the 2 sided tape that most come with.
you can allso try positioning a case fan to blow across the ram on the vido card.

Running a Sapphire X800 overclocked to ~500/1000 (Ati drivers and Ati tool) with watercooling and Arctic silver compound around 40 celcuis under full use. Have never had a single issue with it running almost every game I own at full specs. Could be luck of the draw, but I've never heard of all Sapphire cards running poorly.
On topic, although that does hurt. At least the price for those cards has gone down and you wont be paying an arm and a leg for a new one.
