Its a statue of the Charr gods. The Titan Source is in Charr territory

thats always been there. Infact if you go post searing and go from the frontier gate towards Ruins of Surmia but make a right instead of a left... you'll see others. I believe there is a charr killing mission that takes you there also. I just go there for charr hides.

Now that you mention it, are Titans and Oakhearts essentially re-skins of the same structural model? A-net has pulled this trick at other places too (e.g. Ele Collector's and 15K Aeromancer's armor).

no, they're different, oakharts are ranger spirits though, and the big see through guys in some missions.
