In the early days of GW post-release I've seen a ruby drop from a Stone Elemental south of Serenity Temple.

And I also didn't know that Ecto's drop in FoW. Nice to know that after 1,500 hours there are still things to learn!

well 2 now.

It was probably a few months ago, so perhaps it doesn't happen anymore, but I got a Ruby to drop from a fire imp outside of Lion's Arch while testing some builds. Just lucky I guess.

Had a ruby drop from a golem outside serenity temple just the other day, today a sapphire dropped from a terrorweb dryder in the tombs.

I had ruby drop from an imp about 3 days ago...I have the screenshots to prove it too. Sadly though, this is the best drop I have ever had. Sniff..sniff...
