Your picture is from the Underworld. You can see it in many different places, but that blue lighting is from the UW. There are 2 of those designs right in the beginning where the "middle spawn" of Aatxes are.

No, Altrumm Ruins is the town. Arborstone is actually the "Explorable Area".
