The energy -5 weapons are offered by the weaponsmiths in the two 15K armor towns, i.e. Vasburg Armory and Leviathan Pits, and cost 10K plus some minor material each. There are various weapons available, so if you need an energy -5 weapon, go check it out.

Energy +5 weapons (formerly often referred to as HoD weapons/swords etc.) are available after beating Shiro for the same materials and cost required by the weaponsmiths in the 15K armor towns. You can kill Shiro over and over to regain access to the +5 energy weaponsmith. Note that this place is not available via map-travel, you need to kill Shiro to gain access.

Here's one that I just found tonight! The stats are awesome! My Ele now has 99 energy...eeek!! It dropped from Tarlok outside of Ferndale. BTW, it's the jug in the left hand
