The value would be too high for armor dropped in the Northern Shiverpeaks. I'm assuming the value reflects the area even on chest drops, but that's not relevant in this case since this was not found from a chest.

That one ele boss that spawns when you take the quest from the mesmer in Yak's Bend? He's just outside to the left when you leave.

Promised a cookie if you could tell what dropped it, but you got it close enough.

Was dropped by a Maguuma Avenger in The Wilds mission. Unfortunately I don't have a screenshot for proof of the drop, since I wasn't paying attention to all the white junk I was picking up. After the mission when I do my usual merchanting, I noticed that amongst the Centaur Harnesses.

Perhaps there was supposed to be an elementalist centaur in northern Shiverpeaks, but then was moved to Maguuma for The Wilds mission and they forgot to change the drop. Don't think I have seen those Avengers anywhere than in the mission actually...

Edit: Well of course there are the elementalist centaur bosses in northern Shiverpeaks, but I meant as regular centaurs.
