Can someone explain how the "ferry" to the Consulate Docks works? I mean, I get there by doing the Missions...so what's going on with a ferry run to the docks?

Someone just takes a lower level through a Mission or something?

You can take who ever you want to the Consulate Docks as long as you have the The Time is Nygh quest. And since you get the health of a level 20 in that mission it shouldn't be that hard.

People with the quest "The Time is Nigh" can can drag party members with them to Consulate Docks. From there on you need someone with the quest "Terror in Tyria" to get to Lion's Arch or "Plague in Cantha" to get to Kaineng Center.
No need to do any missions.
