I think I've been spoiling my mesmer way too much
 some items still needs modding and customization though and about req, well I dropped most of them so I didn't always get low req ^^ my favs are bo staff and arcane staff  I try to avoid inscription whenever possible also (old school ftw  ), but I don't think uninsc staves exist with fast cast or inspiration requirements  (I wish they did ...) last thing that puzzles me to death, why the heck did they have to make Eotn dungeon staves linked to inspiration instead of FC ??? for other classes it's linked to primary ... (SR ES DF SP)
