Took more than two weeks to construct (the last two nights without sleep). The cost in materials excluding labor is a little less than $150.
It's actually very light-weight, being made from rubber (except for the metal sword). Most of the stuff is pretty durable except the paint chips off sometimes, but that can be touched up easily.
The reason the cape is there is because I didn't want to do all the detail for the back part of the armor so it's hidden. The armor comes in pieces so if ever I want another type of armor, I can convert it by just constructing different parts rather than the whole thing from scratch.
I have done costumes for company mascots locally that run from $100 to $300 usually depending on complexity. This was just the single hardest costume to do because of all the detailing.
The stuff in the background like the posters and standee aren't mine. I was invited to wear the costume at the offices of the local distributor of Guild Wars here in the Philippines for a photo shoot.

Good Job man! Heh, you might think about putting up a website and starting a business in the field.

It's an interesting idea, but I'm not sure if people would pay for a costume like this since it's a bit bulky. I'm also worried about damage that can occur while transporting it. Also, paypal has banned the Philippines hehe.
I could do it locally here, but not a lot of people here are into costumes. I've been asked by the local distributor of Guild Wars, but they may feel the costume is too expensive for their tours (I asked around $270 for a similar costume for their models to pay off the labor, materials, including the sword, shield, etc.)
Right now, they do have costumes, however. Here's a picture of the official Guild Wars models here in the Philippines:

That's insane. Friggin' dedication I must say.
As an afterthought, your armor owns that other guy's.

Here's an earlier version of the armor (before the painting was finished) with my GF who decided to make a mesmer costume (it cost her very little in comparison to mine... around $50 USD). Still it was a lot of fun walking around in the mall like this .
She's wearing the same outfit as the Mesmer model in the other picture, btw But, I like hers better.
Had to redo part of the helmet and the chestplate (which was done badly).

A friend of mine actually wanted to do the popular Necromancer costume. I think she's voluptuous enough to do it justice. I would like to have an entire party of Guild Wars people in costume, but I'm trying to get them to play the game first
It would be cool to have an entire party of Guild Wars characters in costume with the same cape, posing in a PVP pose

Hey nice work that looks like there was alot of caffeine involed in making that costume. The entire outfit looks well detailed and congrats to you and your friend that helped you, now that is some talent you have. Good job and it looks great. If you do not win that contest I think it will have been riged.

The Necro costume is actually difficult to make and could be very expensive with all the leather involved. There are easier ones like the bonelace, but I think the really popular and good-looking one would be the best to make (either that or Fissure, but I still prefer the original one since it has the stamp of Guild Wars and is promoted in all their posters and standees).

The sword is combination of a Wingblade and a Tribal Blade... Wingtriblade!
Furious Wingtriblade of Cardbane
15-22 Blunt Damage (it's not sharp )
15>50% 10% Furious (You'd get pissed off too)
Cardboardbane (+20% vs Cardboard Cutouts)
Btw, Philippines already has ADSL so we're not really in the dark ages anymore. GW isn't that popular though, Ragnarok Online being the #1 MMO here.
