Not until Kaineng City unless it's already been unlocked - although if she's in the same family, as the Frog would say, as Miss Healbot, it should already be unlocked.

Or it could just be a comment on not getting Mending as a quest skill...

That, or Miss Tank isn't actually a W/Mo and that's why she can't learn it.
