okay you have to understand that's it's hard to replace colors and have the same detail.. I did the best I could:

Awesome! I don't exactly have alot to go on though....
If possible would it be possible to go with the color scheme of the following pic seeing as it's a alliance forum banner =P

As far as text just some sort of royal-ish looking font if possible. The main text should say The Elite Empire and secondary saying Long Live the Alliance

I really have no idea about a background however? I don't suppose you'd be willing to add whatever you think looks the best? =\
