what about a storm bow? I can think of a couple ways to do this. First you'll need the shell of it. A wire frame which you can wrap with plastic wrap (blue or clear depending on the light source). As for that, there are small battery powered strings of lights usually at the store near halloween. Keep the battery packs in the bowgrip so you don't have to dismantle the wrap. OR if you can find the large glow necklaces, get a few packs of those and guide them up inside the shell (leave a spot open so you can slide old ones out and new ones in). Then tinsel for the energy arcs.

Elementalist Elite Sunspear or Ranger Elite Druid if you want everyone to notice you.
Necromancer Elite Necrotic would be amazing and may draw more attention to your face than your chest unlike my suggestions above. However, all of these would be fantastic to see.
