Which program?
I have some extra cash to spend and am thinking of getting this Topaz program. I've done a brief overview search on Google and there are Topaz Adjust, Topaz Vivacity, Topaz Denoise, Topaz DeJpeg, etc. Are they the same thing? If not, which one should I get? Will they all do the Topaz filter you use? Thanks.

What you're looking for is Topaz Vivacity. It's a photoshop plugin, but you can force it to work with gimp using PSPI.exe (google it).

Would anyone here like to topaz my armor and possibly add some tribal skin to it? I also would like to do so with my shield and maybe a few weapons.

I seem to have a problem with this...I can pull the textures and edit them fine, but when the time comes to reload them, nothing happens. Here's what I'm doing:
Texmod Logging Mode, F6 to pull the texture.
Open texture straight from the Out folder into photoshop.
Edit texture to satisfaction, then save texture, same spot.
Go back into the game, press the comma key to reload...nothing happens.
What's the deal?

you need to go into package build mode on texmod and combine the .log and your file to make a .tpf
then you can run that through gw (you will need to rerun it through texmod obviously)

I'm afriad the modding community is either very thin on the ground these days or hiding from me (I'm certain its no 2).
Send me the files and I'll do it for you.

Topaz'd my armor myself, it looks pretty good if you ask me. Not much of a difference, but it's a lot more detailed and I'm still trying out some things.
(will remove this post on request)

I'd like this for my Elementalist and Ranger, and maybe for my Ritualist. I have the Ancient armor which is REALLY DISGUSTINGLY blurry, so I'm not sure if it can be fixed at all.

Then you should just pm Chronos instead of reviving an old thread.
