I would've given it a 10, but if I were to write "What kind of HELL is this!?" I'd write it with the exclaimation and the question mark switched around, like "What kind of HELL is this?!", which I suppose is technically incorrect if it's supposed to be a question but it just looks better than that other way me thinks, if it had the end punctuations mixed around it'd be a 10.
