1) More forum Nazi's
2) Dont even have the off topic area.
3) Make the off topic area not count in post counts. (Yes it works, I've seen it.)

Like it's been said, you're not going to be punished for the first, second, or even third time you may be spamming. You'll get at least 3 warnings, so if you haven't gotten any PMs don't worry about it.

You could always just remove their title which may remove some of the reason for spamming. I mean I spammed for Cervantes and stopped. Nothing extreme but it was why I made a lot of my posts. I wish I had done something like some of the others who made every post worth reading.

Well, don't the games in the off-topic forum create an absurd amount of spam? It's hard to play them without spamming. People tend to get hooked on them.
