It's like having a telephone for free on your computer... or like doing an audio chat on your instant messenger.
I've perused through the article, and (I'm not particularly network savvy, so correct me if I'm wrong) I don't really see a big problem here. The article addresses how Skype the program circumvents your firewall for its own purposes. However, this vulnerability is only exploited by Skype itself, which is provided by a trusted and legitimate company. The article itself makes no mention of Skype being a "security risk", so the situation doesn't exactly have the same feeling of urgency as the title of this thread.
Again, my lack of network knowledge may leave me way off the ball here, but I can't actually see a huge issue unless you were to install some kind of malware that used a similar protocol.
