Can Mods turn or make Threads into Stickies?

They can close, lock, and delete threads so I don't see why not. I have also seen a few threads in which people request it to be stickied, and mods reply.

Yes mods can make threads into stickies. They can also close, lock, or delete a thread from the forums.
