Force restart, possibly. It's a batch loop, each loop opening three command prompts, although why do you have two ":m"'s? There could be some sort of confusion.
Being an idiot, I'll probably try this out. In which I did. Had to do a force restart to stop it. One could be obnoxiously evil and put that file in the Startup folder for all users...

Well restart ign was the first thing I did, Problem is once I have doen this it does not start properly.
