It is of my understanding that Chinese players used to use specially funded private servers to be able to get access to Anet servers due to the blocks on the mainland Chinas side.
Have you tried this? Do this private servers still exist?
Also can you be clear as to whether the block is directly from Anet on your account, directly from Anet on all Chinese IPs, or your ISP on outgoing to specific foreign servers?
It's hard to tell if you're blocked because you did something wrong, or due to something from outside sources that you have no part of.

Considering my example, Anet blocking all Chinese IPs (knock on wood) is unlikely.

Sorry, I typed that before I read your reply.
However nothing is impossible. I'm pretty sure there was a related incident a while ago concerning this, though I'm not entirely sure about the accuracy of it.
I'd rather ask and get all the facts though before trying to help somone with their problem, even if it is something that's unlikely.

How absurd is that? There's something unfortunate happening to a dedicated player, albeit not having the best possible English nor being in the best geographical location, and you move his plea to the pits?!?

That's not what your comments seemed to imply. Comments like those attract people's negative view on China. They may bear true to a point but are misguided here.
From my experience users can play Guild Wars just fine from China, unless there's a problem that can most certainly be solved.
