It's the decision making centers of the brain that do not "finish" developing until the age of 25. I can vouch for and prove this.

Strangely, while the development of this area is not under "full swing" the mind of a child from consciousness to their teenage years is more capable of making informed decisions then that of a teen.

I do agree with you. I do think the young girl isn't able to manage to support the baby, but also she is far too young. However, my initial criticism was directed towards Winterclaw, who said the age of 25 is the arbitrary age for making adult decisions.
