If you remember the Envoys mention that Shiro is disrupting the balance by killing so many for his own evil plans, so it makes sense they would not go back on what they said and start building constructs themselves.
The Envoys got chosen to serve the Gods as punishment for their wicked deeds. I cant say why they dont do their own thing but i am betting there are rules they were told to follow and they stick with them or perhaps are trying to make up for what they did in life?

Because it is just gods power and because other gods left area they can't directly help and need to use their "minions" to help. I think gods pretty much sealed itself out from that world where characters are.

Shiro lost his envoy status as soon as he became mortal. Also we dont know if Abaddon had anything to do with Shiros return - he simply sparked off the event of Shiro killing the emperor and at some point after Shiros death by us Shiro was dumped back in the Realm Of Torment under the very god that started his tormented past.

hmm ya that's true, also in the vinzuha square mission at the last cinematic, the 1 envoy says that they "fight shiro by acting like shiro" so maybe that was their lilttle part in all of it, though i must admit they did do very lilttle to help and only appeared after the heores had won the battle, i think even menhlo says at one stage that he hopes they do more than just watch, but sometimes like stated before , there are just so many loose strings to deal with the envoys that at one stage you just have to accept that that is the way it happened, hmm but i still want to know why did shiro become an envoy in the first place since he was evil,..but then when you look back at how abbadon tricked and lied to him about the emporrer trying to kill, i suppose shiro killed him as it was a matter of survival of the fittest, anyway the envoys, glint and danika annoy me all the time

Thats actually why he became an Envoy in the first place - his most evil act in the eyes on of the Canthans - the Jade Wind. Envoys are chosen because of their wicked deeds in former lives so you could call it a punishment. If you look at the Envoys we meet you can instantly tell they are no heros.
You could say it was Shiro just trying to keep himself alive but it would be seen as a wicked deed - slaying an Emperor in cold blood and then causing an event that wipes half a continent out.

Shiro is not a evil guy at the beginning, he was used by Abaddon.
he was confused and had a conflict after the emperor's strange emotion. And did not know kill the emperor will cause so big trouble.
Also, he did horrrible crime in his return,

Actually Shiro was being used by Abaddon just has the Lich was in Tyria. When Shiro was a bodyguard he came across the fortune teller who told him the Emperor was going to kill him. Since the fortune teller was Abaddons minion he was used as a way to make Cantha take a blow.

We dont know if Shiro became an Envoy for Abaddon. Again Envoy status gos to those that have done wicked deeds in former lives and what Shiro did was a wicked deed. Chances are Abaddon never came into contact with Shiro at all until he was put away into that special place the Envoys thought could hold him.
Oh and there are not Envoys for each of the gods. Their are probably more of them working on other continents and the Envoys we do see usually are alone.

Shiro obviously was pretty insane and obsessed with becomign a mortal again. He was very strong and smart but he seemed to hold on to that fact that what he did to save his life actually killed him.

Remember Vizunah Square? where Shiro demonstrated his power by killing 16 heros in seconds without lifting a blade?.The Envoys saw this and realised Shiro must be stopped. And thats where the plot comes into place - they ressurect us and we repay them by taking care of Shiro.

Indeed. They even said they require you to stop Shiro in return of resurrecting you back in Vizunah. This also most likely offered protection against Shiro so that he couldn't just snap his fingers and kill you again.

I guess Shiro can not kill people in his envoy form after they become Weh no Su. That's why he did not kill us in Sunjiang District.

I'm fairly sure Master Togo and possibly Mhenlo as well had done that before, and they were killed by Shiro in Vizunah anyway.

The reason he couldnt kill us in Sunjiang is because he was weakened by our meddling and by exerting his powers. Plus he had things to do, people to kill he couldn't me bothered with us hence why he just left instead.
