I like Draxynnic's idea about the Carven Effigies being constructs animated by a spirit. They do count towards both the elemental bounty and the undead bounty.
There are two places where the Undead are considered Oberan's minions (and not just servants). This is in the Charr in the Catacombs dialogue (by Oberan himself) and the Post-Searing quest chain gained in Sardelec Sanitarium. Every time they are called "minions" and not "servants." Usually, when dealing with Undead servants mean Undead one controls but did not make, while minions mean Undead one made or an actual minion (i.e., a Bone Horror)

For Hareh, he only gains the power of raising Undead - which I believe are actually minions, not Undead, been a while since I did those quests - after gaining an ancient tome. I believe, by learning the spells in the tome, his profession would be considered a Paragon/Necromancer, giving him the power to control undead.

Oberan basically went against the Order, like Verata did, and created real Undead. Whereas Verata went against the Order to figure out how to lengthen minion life.

As for the Craven Effigies, those would be Constructs, not really - in any way other than game mechanics - would be elementals (as there is no enemy type called "constructs").

My next revision of this thread will also include a section on Constructs, since it was (annoyingly) pointed out to deal a lot with Spirits (and that Shiro'ken should be under Constructs and not Undead).

"as some people believe"? Wasn't that all but spelled out in Prophecies?

Not really. Perhaps you're thinking of the Soul Batteries? We never actually see souls being placed into the little Jade Structures that the Jades burst out of.

It is never said how the Jade Armours function. Its only ever been assumed that they run on bound souls.

There are currently two ideas on how the Jade Armors function, at least that I know of.

Idea 1:
Like Shiro'ken and Soul Batteries, they are empowered by souls being placed in them, and then being "mind controlled" by the Mursaat.

Idea 2:
The Jades are Animated by Mursaat infusing their essence into them, removing the need for mind control.
