Remember, though, that Vael is a master of disguise that never uses his real name. If he was a(nother) exiled son of Adelburn, he may have reported to Adelburn in disguise without anyone being the wiser.
It's probably more likely, though, that Vael is some forgotten scion from further up in the tree... or that his employer is... and Vael may not even know.
Even more likely, however, is that the appearance similarity simply means that Vael's current disguise happens to look a little like Rurik.

The Vael thing was actually a joke. While he is one of the most mysterious characters around i doubt he was Adelberns son. If he was, he would have to have faked his death or been disowned years earlier as Vael has travelled the world to the point of being in the Tengu Wars while he was young (behind enemy lines that is).

Would Rurik treat his brother as a simple solgier? If Vael brought the news to Adelbern personally then the king would have recognized him and it would not be said that the line is broken.
I think the only possibility of Vael being Adelberns son is if Adelbern did not know that Vael was is son...
I think Anton would be more probable than Vael since Anton was awaiting execution and he could be believed to have died/been executed. Since he was from small village that makes him also an unprobable heir to the throne...

Antons story is explained while Vael remains a mystery. Anton was a man who made a deal with the Charr to provide information in exchange for his family and friends safety. He was found out and imprisoned, escaped when Surmia fell and found that the deal had not been kept and his village had been killed. Thats when he sunk into revenge, holding three blades that represent the things he lost. So i very much doubt Anton is a candidate.
