Hello Passath.
There are several ways to unlock your skills.
The first is by playing PvE (The roleplaying game). You unlock skills at the beginning by completing certain quests, particularly those given to you by your trainer(s).
As you play more of the game, you will find some NPC (Non-players/Computer controlled) characters in the cities and outposts which will sell skills to you. This is good for you to fill up on skills you have missed.
A third way of getting skills in PvE is by using a Signet of Capture. This can be bought once you reach Lions Arch (About 1/4 of the way in the game). You can buy them like skills. If you kill an enemy boss, you can use the signet of capture to 'steal' skills from him. This is the only way of unlocking the "Elite" skills.
Any skills that you unlock can be used by any character you make for the PvP game.
Also, you can unlock other items like Runes and weapon upgrades just by playing the PvE game a lot. Every now and then, you might find an unidentified weapon or piece of enemy clothing with blue, purple or gold writing. If you are lucky, when you identify it, a window will come up saying "You have unlocked ************* ". This does not give you the actual upgrade (but if you expert salvage the item, there is a good chance you will get the upgrade anyway)
Anything you unlock, whether it is a skill, a Rune, or an upgrade, you will be able to use them in PvP with new characters, as well as use them with your PvE character..
