Yes when i first did Orozar Gargash Came with a wave and so did Drago i believe as a second ranger boss did come and dropped a bow but we died before the person it dropped for could pick it up so i don't know who it was. On that Orozar run Rago did not come out. When I did the quest again a necro boss and Rago came and that is when he dropped his flame staff for someone else. I have not completed that quest so i don't know if they all spawn or it's just as random as the bosses that spawn in GF.
I'm the same way Savio I see the boss i want and don't take into account the other bosses that came. Not that I don't help out the people it's just i don't take into account the name or spawn point because i don't care for his weapon.

The Route
Ok,
I farm sf a lot and I always see Drago when i can run my full route. You go in and head towards the MAIN ROOM. The one with like 50 monsters and usually 2bosses(hass the dredge patrol group of 6) clear the 2 bosses pulling group piece by piece. (sometimes drago is in that room very rarely though) go through the south gate. Head towoards u see Molin (the guy u can trade enlavment stones for) Now u can go left and there will b 2 bosses down their lots of time stoneheart and razorstone is down there, but if your just going for drago take a right at Molin. Head down the route take a left. Go across the bridge. You will see one boss on the right kill him if u want. Keep going and eventually you should see drago with a goup of like5.
This is all dependent on if you havn't taken a quest. If you have i think drago will be through the gate on the right in the MAIN ROOM. use the gear go through the door and u should see a big gazebo type thing with lots of stairs and he should be down there.

Actually, about going into SF with no bosses, I don't think there's a set spot for any particular boss. There are just set boss spawn locations and the bosses are randomly placed in them. I've encountered Drago in quite a few different places. I also think there aren't enough boss spawn locations to allow all of the SF bosses to appear, so seeing Drago during a normal SF run might not be guaranteed. I'd have to do more testing on this though.
However, it is pretty much a guarantee that Drago will appear during the Orozar quest, although there happens to be one boss spawn location during that quest in the farthest reaches of the jungle area that is a little tedious to get to.

Here is a guaranted way to find drago,
Go into the MAIN ROOM take the Tharnstonerift or whatever his name is, quest. Once you have done that there is a door in the south east(bottom right) where the dredge patrol group of 6 stops at. If you go through that door you will see Drago at the bottom of a big pillar with a bunch of stairs. (It's nice to have a ranger with a longe ranged bow on this one)
I can pull almost any boss from the bottom withought agrovating big groups.
He still hasn't givin me my bow!

Boss spawn locations are fixed, the boss that spawns in each location is random. The only "guaranteed" method to finding a specific boss is to hunt around the spawn points until you come across the one you want.
Only exception "seems" to be final assualt, in which case pre-set boss combinations spawn.

In addition, bosses seem to be separated from large mobs only if you go in SF without a quest. At least during the Orozar and Final Assault quests, the bosses are tied to mobs, so you'll still end up pulling them. Oh, and anybody can run around with a Longbow-type bow. My Warrior with a Longbow seems to work just fine.
