It's a much easier method than going through the game three times, each time using a different combination of classes, to capture all of the elites. Rather, you can have a single character who can change to every secondary and spend say 20 minutes to go somewhere to cap an elite you may need for PvP. Mind you this can become costly over time.
I believe you can do some of the quests (correct me if I'm wrong).

I have an Ele that has all the secondaries with all the spells and elites
its was hard but i did it
and now when i need to get a special skill for a mission i just change my secondary
its definately easier than having to get another char up to speed
(all tho i am addicted to this game and have 4 chars at the end )
my ele had to do the missions and buy some of the basic spells but the elites had to be capped

You get the starter skills when you change your secondary, which are the skills you would have if you left pre-sear with that as you 2nd.
Then there are a few profession-specific quests you can do in Ascalon, Piken, etc to gain some more skills for free.
After that you have to purchase or capture what you want.
I do this a lot to try different builds and only buy/capture those skills that I am going to use. I haven't run out of cash or skill points yet.

i played through the game with my W/Mo and unlocked all the secondary professions.
However it would be silly to capture Elementalists elite with a warrior primary, even though i can.
I only buy/capture skills from my other professions depending on what build im trying out.

It might be fun to try a wa/el with Water Trident, Conjure Frost and Frozen Burst. I think if you look close enough many have a use.
