As far as i know it's at (something) armory, near eternal grove if i'm not mistaken. That's where you actually craft it, you need Amber for it i think and last i heard the trader for that was bugged so you cant get amber yet :s

Vasburg Armory to be exact for the 15k set on the kurzick side, and yes ur correct Thrawn Foxheed its near the Eternal Grove ( infact its the place ur taken too after completing that Mission).
