If I remember right what was fixed was that you were 100% guaranteed to get the Runes from armor that was dropped from Mobs.

I know I have lost runes after salvaging armor here within the last month or so.

Damn...I may have to go back and read all the game update pages. Don't want to risk losing superior vigor runes!
