would I be able to cap punishing shot in factions, or go back to tyria and cap?

I do believe that punishing shot is Chapter 1 skill only. Based on the listing in the forum here on elites in Cantha and the information I have on Tyria and Cantha, punishing shot is only available from Thul Builderrain-Giant, located in Snake Dance.
