My point, which might have been unclear, was that ANet provides multiple incentives for quests in the hope that at least one of them is appealing to the potential quest-taker.
If you find none of the incentives appealing then don't take the quest. Also, there are quests that give faction points, but they are found in the Luxon and Kurzick areas.
